Secret Police: In the Imperial context – and under the “even free countries have these, albeit without the order of fear that the authoritarian kind cultivate” clause – this would be the Counterespionage and Counterasymmetrism Directorate (“One”) and the Internal Security and Surveillance Directorate (“Four”), which despite the sinister-sounding name is essentially the FBI, albeit with different rules of demarcation between it and the Watch Constabulary/Office of Investigation and Pursuit than the FBI has with assorted state and local police departments.

Also qualifying here and in somewhat more sinister senses would be the Magen Corporate Security Division, the Iltine State Security Bureau, the Voniensan Office of Exceptionary Events, and so on and so forth.
